In 2016, Jacques Hamelin became the 4th President in the history of independent Quebec. It faces many challenges, not the least of which: 25 years after its acrimonious separation from Canada, the nation is still stuck in an identity debate: should Quebec return to Canada? More than 150 years after the British North America Act, after decades of constitutional wrangling and despite the creation of a sovereign state, the debate simply seems to have reversed.
