Picture-Picture shows a film of drum majorettes twirling their batons. Mister Rogers makes hats out of construction paper for him and Emilie Jacobson. The Neighborhood of Make-Believe segment is a kinescope of "Misterogers" (CBC, Feb. 29) in which Don Francks plays a drum major.
